An Environmental Protection Agency proposal released December 1 invites public feedback on an array of changes to the Renewable Fuel Standard.

Under the agreements, Chevron will take over operations at an oil upgrading facility where it will process about 1 million barrels of crude to be shipped to U.S. refiners.

The second and third phases of the refinery will follow, until full capacity of 615,000 barrels is reached early in 2023.

The plan is for hydrogen power to play a major role in allowing the aviation industry to continue growing, while cutting climate change emissions dramatically.

The escalating shipping costs, however, are being offset by falling spot premiums in the current cycle even for OPEC producers’ crude, traders said.

The factory will also manufacture solar cells, the building blocks for solar panels and a component not currently produced in the U.S.
