For the fourth year in a row, CEOs have rated Texas as the #1 state in which to do business and California as the worst, according to a survey in Chief Executive magazine.
North Carolina and Florida followed Texas in the survey. New York and Michigan were ranked second-and third-worst.
Some 543 CEOs were asked to evaluate their states on a broad range of issues, including proximity to resources, regulation, tax policies, education, quality of living and infrastructure. Providing additional insight to the evaluations, CEOs were also asked to grade each state based on the following criteria:
1. taxation and regulation
2. workforce quality
3. living environment
