CargoSmart Limited, a provider of global shipping and logistics applications through a software-as-a-service (SaaS) model, has developed an Import Control System for ocean carriers. The tool was designed to help users comply with the European Union's upcoming "24-hour" rule for filing import data. Using the CargoSmart software, carriers, non-vessel operating common carriers and freight forwarders can file required advance customs information, monitor filing status, view priority filings, measure compliance by ports and monitor performance trends. Analytic dashboards aid in users' compliance efforts. Under the new 24-hour rule, ocean carriers will be required to file entry summary declarations for shipments bound for the EU. The filings, through the EU's Import Control System, must be completed no later than 24 hours prior to a vessel's loading at the foreign origin port for deep-sea containerized shipments, and two hours before vessel arrival for short sea shipments.
