She also represents NASA procurement across the Federal Government with both industry and international organizations. Manning serves on the Federal Acquisition Regulation (FAR) Council and is one of only three signatory authorities that can execute procurement policies and procedures on behalf of the Federal Government.
She also serves on the Federal Chief Acquisition Officers Council and the Federal Acquisition Institute Board of Directors. She is member of the National Contract Management Association (NCMA) and sits on its Board of Advisors. Manning is a highly sought-out speaker on leadership strategies and the Federal Acquisition Process and is committed to mentoring and developing up-and-coming acquisition professionals across the Federal Government.
