Descartes Systems Group has created an Excise Movement and Control Solution (EMCS) to help customers comply with new requirements by European Union governments. EMCS is one of several new regulations enacted by EU members as part of the Multi-Annual Strategic Plan (MASP) for implementing electronic customs procedures throughout the region. The objective of the new system is to prevent fraud and evasion through cross-border cooperation between EU customs agencies on information about "excisable" product movements. The regime also aims at standardizing business activities and information flows between operators (such as alcohol producers and distributors) and customs authorities. For operators, EMCS creates an opportunity to optimize internal excise processes, save on costs and speed up shipping, Descartes said. Its latest offering supports the ECMS requirements and allows for the simplification of procedures, paperless administration and the use of modern information technology. It represents an important development for companies trading in alcohol, tobacco or oil products. In another company announcement, Descartes has acquired Imanet, a Windsor, Ont.-based provider of technology for customs brokers, freight forwarders, exporters and self-clearing importers. Imanet adds approximately 50 members to Descartes' Global Logistics Network, with strong ties to the Canadian customs broker community and the Canada Border & Security Agency. Finally, BSM Wireless, a provider of fleet tracking, fleet maintenance and automated vehicle security systems, has joined Descartes' "United by Design" alliance program. The two companies will provide a variety of fleet and field-management tools to the retail, manufacturing, distribution and field-service industries.
